Yesterday, our Chief Officer, Neill Young, appeared on BBC Radio Solent’s Ask the Expert feature, offering listeners practical advice on renters’ rights and responsibilities, including renting out a spare room and living in Houses of Multiple Occupancy (HMOs).

During the programme, Neill highlighted a number of important points for both homeowners and renters. For those thinking about renting out a room, listeners were encouraged to first check whether they are allowed to do so. This may be a condition of a mortgage, or, if you are renting yourself, there may be a clause in your tenancy agreement preventing sub-letting.
The importance of having a clear written agreement was also stressed, so that everyone understands their roles and responsibilities if something goes wrong. While basic tenancy agreements can be found online, listeners were advised to have any agreement checked legally where possible. Renting out a spare room was also highlighted as a form of income, meaning people should consider any potential tax implications.
The discussion also covered practical issues such as setting out reasonable fees clearly in advance, how deposits should be handled, and ensuring it is clear how and when a deposit will be returned. Listeners were reminded that deposits should be protected and returned unless there is damage, and that expectations around the condition of the property, including carpets and general upkeep, should be agreed from the start.
Finally, Neill answered questions on repair issues, including how long it is reasonable to wait for essential repairs such as a broken boiler. In most cases, listeners were advised that landlords should act quickly, usually within a couple of days. Renters were encouraged to keep records, take photos of problems, and seek advice if issues are not resolved. Citizens Advice can help with letters to landlords, guidance, and signposting to services such as Environmental Health where issues like mould are involved.
